Cath: Helping a family, but I have received two different answers. Who does the school need to get permission from for IEP, denial of services, etc…parents whose rights are not terminated or foster parents where custody remains with DSS?

Contact DSS–hopefully the foster parents and the parents would collaborate. In my state, there is a person called a “surrogate” parents who is considered the educational advocate to the school in these matters.
