Ilyse, an IEP should describe the child’s levels of functioning, his needs, and the special ed and related services that the school agreed to provide to meet his needs. It sounds like this child’s primary placement is in the therapeutic day school but part of his school day is spent in a public school classroom. His IEP should reflect this and yes, IEPs are “binding” even for children who spend time in more than once placement.
