Generally, this is interpreted to mean that the time can be either individual or group as long as there are 60 minutes of services provided per week.
Lois, I’m sorry but I can’t answer your question about how direct service time is allocated or interpreted in your school district. This may be addressed in your state special ed regs or your school district policies. At the next IEP meeting, you need to insist that the types of service and time for each is specifically included in the IEP.
