Parent is an equal team member and participation is required or documentation of repeated attempts to include the parent and prior written notice before any IEP meeting, the procedural safeguards lay all that information out there. It’s a violation of IDEA if parent is not included.
THe parent needs to be part of the discussion and direction of the IEP even if they disagree and don’t sign. At that point the parents would get a prior written notice.
