Yes normally the new IEP is completed at the end of the previous year. The IEP must be renewed year by year unless there is a pending lawsuit and then the current IEP is in “stay put” until the resolution of the law suit.

This is a game that districts use to satisfy their workload. I recommend that you insist on having your annual review date at the end of the current year. Now if your annual review date this year is sometime in the middle of the year have them write it to the end of the year. Then have them write the new IEP for the entire year. That will mean that your annual review is always at the end of the year.
