Sheri: Is a public school allowed to deny you homebound at home for a special ed child. they want me to transport her to school or library 2xs a week for 2 1/2 hrs per day. they refuse to let teacher come to my home.

They must provide services wherever the placement is on the IEP. I am not sure of your situation but if your child is supposed to receive services at home the school would be out of compliance if they do not supply what is in the IEP.
