I assume the other 50% are disadvantaged students and English learners. That’s called tracking. It sucks, but hard to do anything about. Reply ↓

Generally general/regular ed is defined by the funding used for the teacher, & the purpose of the class. A special ed class would typically be funded by special ed funds. Reply ↓
