Chris: My child 11 yrs old was denied PE and social time as a consequence to misbehavior during class and once on the playground. Is is legal to deny a child PE or social interaction as a discipline ?

Unfortunately this is a practice that many educators feel is appropriate & legal. My opinion is that if this needs to be done more than a time or two, then it is not working, & an IEP meeting should be requested to address the child’s behavior in an appropriate manner.
Agree with Chuck. The IEP team can specify that your child will not be punished by withholding PE. Ask for a Functional Behavior Assessment and Behavior Intervention Plan.
