Heather: I work within the school district my son attends, but not at his school. When I request full records to include notes and emails with any PII under FERPA, are my e-mails with PII about my son to become part of the record?

Are students’ schedules considered PII?

FERPA doesn’t require a school district to actually maintain any student records, only that they provide access to records if they do exist. If the school did maintain the emails/notes, then they are student records and you should have a right to review them.
Your state may have different requirements regarding student records.
