Nydia: Confused here. You wrote that the special ed teacher is “refusing to put in goals” so you have been told to create goals for a list of students whom you do not know.
If my understanding of your question is correct, you can’t do this. The members of a child’s IEP team are people who know the child and are in a position to know his/her needs. The IEP team is supposed to discuss the child’s needs and develop goals to meet these needs.
Write a short note to the administrator(s) that that you are confused, these are not your students, you don’t know them or their needs and you can’t help to create goals for their IEPs.
