Have you figured out what is bothering them about your proposal? Do you think they are afraid they would have to pay an arm and a leg to a panoply of service providers in order to satisfy their IEPs? If so, perhaps you could start with the child with the least complex IEP, and meet with the director of special education, and try to convince them that it would be significantly less expense to the district to place the child in-district.
IEP decisions can be reviewed & changed at any point during a school year & at least once a school year.
Why do you want to bring them back?
